The great property of stainless steel is that the oxide layer forms automatically selfgenerating. It needs exposure to air for this to happen. Unless it gets this exposure, it can stain. Make sure your anodes are in good shape.
The stuff on the props is usually lime, thus why the acids work so easily and zero elbow grease. I usually use ~6 bottles of The Works tb cleaner to clean all 4 props. If you have polished SS props, polish after cleaning. Again: Big NoNo: do not use any steel brush/pads on SS!!!
